The Dutch Ministries of Education, Culture and Science and Agriculture, Nature Management and Fisheries contracted RAND Europe to perform a limited survey of investment needs in outfitting scientific research for the next ten years. The goal was to get a perspective on large investment needs that present an opportunity for international cooperation. In the first phase of this research project, reported separately, the survey covered Universities, the Netherlands Organisation for Applied Scientific Research TNO, the Royal Library, Agricultural Research Institutes and Academic Hospitals. This report focuses on the remaining public research institutes. Sixty large investment needs have been identified in the areas of Energy, ICT, Air and Space, Materials, Environment, Public Governance & Justice, Traffic & Transport, and Food & Health. All resulting investment needs show some possibility for international cooperation. Investment needs for information systems and databases present a growing category, just like in phase 1. There is a need for sharper definition of outfitting scientific research. This definition, and additional policy measures at institutional, national and international level could increase the attention for outfitting scientific research and international cooperation.
