This RAND Corporation research paper discusses fundamental science program evaluation in light of the requirements that ensue from the enactment into law of the Government Performance and Results Act (GPRA). It provides a general overview of GPRA, examines the requirements that the law places on the research agencies, and looks at specific performance indicators that agencies might use in responding to the GPRA requirement for summary indicators.
