Preliminary Description of Sample-Selection Procedure

A preliminary description of procedures for selecting a stratified sample of residential properties for Housing Assistance Supply Experiment (HASE) field surveys, including a sample of parcels in HASE urbanized areas that are not now in residential use but may later be converted to residential use. A stratified rather than random sample design was chosen in order to sample parcels with higher probabilities of certain characteristics; these characteristics vary according to (1) tenure, (2) residential density, (3) number of units, and (4) value or rent. The principal sources of information on these stratification variables are property records on file in Assessors' Offices.
