Selecting the baseline sample of residential properties : site I

A stratified probability sample of 5,039 residential properties in Brown County, Wisconsin, was selected for surveys as part of the Housing Assistance Supply Experiment. The sampling frame consisted of a list of all real estate tax parcels in the county. Properties were stratified, sampled, and resampled from this frame in three phases, each entailing the collection of additional information on a smaller set of properties. After the properties were selected, the dwellings on each property were sampled to produce a stratified cluster sample of 7,987 housing units. Baseline interviews were then scheduled with the owners of each property and the occupants of the sampled dwellings.
