Presents the methodology and data sources to construct an index of the cost of producing housing services. The Housing Assistance Supply Experiment requires such an index to measure the real cost of inputs, inflation in their costs not caused by local events in the experimental sites, and locally caused inflation in factor costs. Inputs to the production of housing are divided into six groups: opportunity cost of land and improvements, land, improvements, additions to improvements, property service, and maintenance and repair. Site I (Brown County, Wisconsin) baseline (1973) data are provided for each component needed to construct the two most frequently encountered types of indexes--the Laspeyres and the Paasche.
