Describes the selection of the permanent panel of residential properties to be surveyed in Brown County, Wisconsin, as part of the Housing Assistance Supply Experiment. The panel's size was calculated from the number of records required to meet reliability targets at the end of five annual resurveys, taking into account attrition and interview nonresponse. In choosing the panel, we first checked all baseline records for completeness, accuracy, and internal consistency, and then resolved any discrepancies. The baseline sample was restratified to reflect changes, and records were selected for the panel on the basis of various eligibility criteria. Even though those criteria were relaxed for stratum groups that fell short of their targets, 1,945 properties were finally selected for the panel, compared with an overall target of 2,074.
