A description of community events, activities, and attitudes that may affect HUD's experimental housing allowance program in St. Joseph County, Indiana, or bear on research issues addressed by the Housing Assistance Supply Experiment (HASE). The Note first gives a brief statistical overview of program operations. Next it summarizes important events affecting the program, especially reaction to RAND's South Bend Housing Authority study; reports new evidence of community support for, opposition to, or confusion about the program; evaluates program presentations made by the housing allowance office (HAO); and analyzes media reports. Finally, it covers issues pertinent to HASE research, and concludes with a special study of crime in St. Joseph County and a report on the 1976 Citizen Attitude Survey.
