A workshop devoted to establishing guidelines and specific research areas for the study of Soviet nationalities convened on June 14-15, 1979, at The RAND Corporation. The participants included representatives of government, academia, and research institutions. The meeting's format was open-ended, and no formal papers were delivered. Instead, the participants were encouraged to address themselves to a number of general and specific questions pertaining to research on Soviet nationalities and to consider in detail matters dealing with research priorities, organization, cross-fertilization, and support. The primary objective of the workshop was to specify research strategies and important research areas on Soviet nationalities issues as part of an effort to build an adequate research capability on Soviet nationalities that will serve the national need. Without exception, participants emphasized that the Soviet nationalites issues are a legitimate concern of U.S. policymakers and that a great amout of research is required before the implications of the Soviet "nationalities factor" for U.S. policy can be assessed
