One of a series archiving housing allowance office (HAO) materials used in the Housing Assistance Supply Experiment, this codebook documents the HAO client characteristics file for Site II (St. Joseph County, Indiana) during the first three years of the experimental housing allowance program (December 1974 to December 1977). The file contains data on all 23,238 households that applied for assistance during the period, although most information relates to the 10,847 clients who actually enrolled in the program. The codebook describes each variable in the file, reproduces the relevant part of the administrative forms, specifies all permissible entries, and annotates each variable with a complete definition. "Marginals" (actual response frequencies) are tabulated.
