The economics of SALT revisited

Debate on SALT II has focused to a large degree on the financial dividends of the Treaty. But this interest has been misplaced. The actual cost impacts of the Treaty have been largely ignored. This Note discusses those impacts, which are almost certain to increase the costs of U.S. strategic forces, if those forces are to remain legal under the terms of the Treaty.
