This Note addresses the Navy's need for enhanced integration across support resource planning, programming, budgeting, budget execution, and day-to-day management. It discusses the need to focus decisionmaking at each stage on readiness, sustainability, and costs. It outlines three research tasks to be undertaken by RAND: (1) demonstration of a method of incorporating an aircraft availability objective function in aviation spares requirements computations, (2) implementation of an aggregate-level estimating techniques to relate resource requirements and capability goals to program variables, and (3) initiation of first steps toward systemwide oversight through capability assessment techniques.

This report is part of the RAND Corporation Note series. The note was a product of the RAND Corporation from 1979 to 1993 that reported other outputs of sponsored research for general distribution.
