This Note examines some problems associated with the application of the concept of confidence building to strategic nuclear force operations. Confidence building measures, originally conceived of as primarily political and regional, are increasingly viewed in terms of their military and strategic importance. The authors' analysis was motivated by an interest in whether such measures could be applied to strategic nuclear forces.
