Admiral Crowe's Visit to the Soviet Union, March 17-25, 1990

The author accompanied Admiral William Crowe on a nine-day Soviet trip in March 1990. This paper documents his observations on individuals they met, institutions they visited, and issues that were discussed. The trip was an extension of the U.S.-USSR military-to-military exchanges that were initiated under Crowe's leadership at the Joint Chiefs of Staff. The Soviet invitation was intended to reciprocate Marshal Sergei Akhromeyev's visit to the United States, as well as to provide an opportunity to testify before the Supreme Soviet's Committee on Defense and State Security.
