A proposal for taxing each operator according to his vehicle's total output of air pollutants within the Los Angeles basin. The authors contend that this measure would reduce the total emission of air pollutants from automobile exhausts in the Los Angeles basin to an acceptable level, achieve the desired reduction as soon as possible, minimize the required administrative expense and interference in individual affairs, and treat individuals in different circumstances as equitably as possible. This proposal is also compared with alternative smog-control proposals.
This report is part of the RAND Corporation Paper series. The paper was a product of the RAND Corporation from 1948 to 2003 that captured speeches, memorials, and derivative research, usually prepared on authors' own time and meant to be the scholarly or scientific contribution of individual authors to their professional fields.
