A re-examination of the argument of Gell-Mann and Low concerning the behavior of quantum electrodynamics at small distances. Within the context outlined, much weaker restrictions are found than those indicated in the original paper. If an approximation to the photon propagator is calculated by summing a selected infinite set of contributions to the spectral density function, the resulting expression has an essential singularity at <>. It is not of the form predicted by Gell-Mann and Low, but it does satisfy the weaker conditions discussed.
