A study of the general features of the planning and operations phases of a new weapon system. The uncertainties inevitable in planning mea that considerable effort is made during the operations phase to adjust the weapon system and its resources to the actual environment it finds so as to attain the desired level off operational capability. The adjustment mechanism is called an oeprational control system, and its elements are described. The proposal is made that a better control system can be designed if simulation is used to help design it during the planning phase. The use of simulation will not only produce a better control system earlier, but it will permit the planners to adjust the other resources provided for the weapon system so that they are compatible with the environment and the control system. An example of such a designed system is included.

This report is part of the RAND Corporation Paper series. The paper was a product of the RAND Corporation from 1948 to 2003 that captured speeches, memorials, and derivative research, usually prepared on authors' own time and meant to be the scholarly or scientific contribution of individual authors to their professional fields.
