An evaluation of data-transmission performance in terms of error incidence that follows hyperbolic statistical laws. These laws affect methods of measuring rating parameters. Poisson and hyperbolic laws, and comparisons with varied sources, are reviewed. Error incidence and grouping that occur during poor operation periods are analyzed, together with the influence of these distributions on organizing measurements. Alternatives are suggested for characterizing error performance to the long-time average error rate commonly used.
