A consideration of problems arising from an attempt to implement a strategy of stable deterrence over time. The analysis is confined to a bipolar world where nation A is an open society and B is a closed society. The time horizon is limited to the next ten years. It appears that even small improvements in the content and timing of intelligence information received by A would tend to constrain B and open new channels of communication.
