The specification and selection of military information processing systems

Military information processing systems often involve inordinate and unnecessary expenditures on the part of industry and the military. This paper is largely concerned with one aspect of the problem, the failure of the military to perform or attempt a requirement analysis with available techniques, even though imperfect; accordingly, the emphasis is on the fact that in attempting to describe what is actually desired from (or goes into) the information processing system, the document called Specifications rarely, if ever, contains a sufficient enumeration of the particulars to define the requirements for the system.
