"Overkill" and the military budget

A review of A strategy for American security—an alternative to the 1964 military budget

A discussion of the alternative spending programs advocated by certain writers for funds now spent by the military. The funds they propose to cut from defense spending would not necessarily be spent on cililian economic improvement. To cut the defense budget for sound military reasons is one thing; to cut it for uncertain civilian advantages is another.
