A consideration of the fact that, because of specialized study of the Soviet Union and Communist China which has developed in universities and research institutions like RAND, we have at our disposal a number of realistic formulations by which to direct our dealings with the Communist world. To illustrate, the author surveys some recent scholarly developments and applies them to an analysis of the Cuban crisis and the Sino-Soviet split. He also suggests ways in which U.S. policy might avail itself of this new knowledge. 19 pp.
