A proposal that a central government agency, a Science Corps, be established to supply guidance and control over the many government offices that sponsor research. The role of the corps should be: (1) to provide comprehensive national research strategy and organization; (2) to conduct evaluations of scientific proposals; (3) to perform technical scientific audits; (4) to develop sensible research control procedures; and (5) to sponsor research on research. 6 pp.
