An exploration of the general problem of three-dimensional radiative transport. The author examines the possibility of obtaining a number of results by imbedding the problem of radiative transport in a variational principle (preferably invariant under analytic coordinate transformations) and applying the results. The paper establishes the first step by obtaining the requisite invariant variational principle and examining the symmetry properties of such problems for normal scattering kernels.
