A discussion of the participation of the cost analyst in systems analysis, using simplified examples from a study of alternative configurations of one weapon system with a particular mission. The authors conclude that in order to make his most effective contribution to decisionmaking, the cost analyst must participate in a study from the beginning, before major design and operational decisions have been made. 23 pp.
