Review of a comprehensive study that evaluates the comparative experience of planning in several countries. Proceeding from a general discussion of planning, this book examines the functions of planning agencies in relation to various governing and planning bodies. It reveals two detailed weaknesses that are general to almost all country plans: the shortage of well-prepared projects, and the failure to establish appropriate policies necessary to fulfill plans during the plan periods. 3 pp.
