The Systems Gap

This paper was written as a guest editorial for the August 1967 issue of [Datamation]. It compares recent information with observations made in 1959 while the author was in the Soviet Union as a member of the U.S. Computer Delegation. In spite of the intelligence, vigor, and dedication of Soviet computer specialists, the systems gap between the United States and the USSR has not been closed. Lack of a profit motive to provide incentive, as well as alternative courses for creative individuals, and to weed out incompetence is cited as the primary cause of this failure.
