A study of the jet noise problem and a review of research in the field, with particular reference to the effect on residential property near Los Angeles International Airport by 1970. The best of the alternative solutions seems to be large-scale land acquisition, although the political, social, and financial ramifications are immense. If, for instance, the Department of Airports were to acquire all of the residential property in the noise contour area in 1970, the cost would be approximately $1 billion. While too many hypotheses remain to be tested to formulate a definitive plan of remedial action, a proposed solution would include acquisition and rezoning of the property by the Department of Airports in suitably sized "blocks" for immediate sale to private developers, any profits to be prorated among the former owners. Among the advantages of this plan is that the owners would be relieved of many of the problems and costs involved in individual sales. 163 pp. Ref.
