Documentation of a 1971 symposium in New York City before the American Educational Research Association's annual meeting. The symposium examined (1) the function of program structuring in educational planning; (2) the characteristics of analysis of educational programs and alternatives; and (3) balanced implementation strategy for program budgeting in education. Papers, presented by three panel members and the chairman, stressed (1) the close relationship between the program structure and decisionmaking at different levels, especially analysis at the program element level; (2) the need to use more highly aggregated objectives and to define problems and alternative means for their solution throughout the probable life of the program; (3) the need for system-wide changes in the human organization concurrently with PPBS implementation; and (4) the need to maintain the distinction between analysis and program accounting to achieve balanced implementation.

This report is part of the RAND Corporation Paper series. The paper was a product of the RAND Corporation from 1948 to 2003 that captured speeches, memorials, and derivative research, usually prepared on authors' own time and meant to be the scholarly or scientific contribution of individual authors to their professional fields. Papers were less formal than reports and did not require rigorous peer review.
