Argues that increased use of systems analysis to guide public policy decisions can lead to better ways to handle many public problems. Those who have tried systems analysis find that it can be very helpful in problem solving in the public interest, but the approach must be different from the practices used in the aerospace industry or the U.S. Department of Defense. These differences in practice are pointed out; ways to proceed when the problem is not suitable for a quantitative model are suggested, and special difficulties that may be encountered are discussed.
This report is part of the RAND Corporation Paper series. The paper was a product of the RAND Corporation from 1948 to 2003 that captured speeches, memorials, and derivative research, usually prepared on authors' own time and meant to be the scholarly or scientific contribution of individual authors to their professional fields.
