The paper presents a model that describes how states determine certain aspects of their Aid to Families with Dependent Children programs. Most important among these are the maximum income that the family must have in order to be eligible and the maximum welfare payment given to families on relief. Parameter estimates for the model are given and the model's predictive ability is assessed. A final section discusses policy applications and future research directions. 31 pp. Bibliog.
