This paper was prepared for presentation at the 141st annual meeting of the AAAS, New York City, January 1975. Five outcomes for citizen involvement in municipal decisionmaking are described; they are (1) to increase the flow of information between servers and served, (2) to improve service officials' attitudes, (3) to improve client attitudes, (4) to improve services delivered, and (5) to increase client control. The degree to which these five outcomes were achieved was assessed in R-1527, and the results are reviewed here. The most successful outcomes, based on 215 case studies, were an increased flow of information and an improvement in services, both of which occurred in about 66 percent of the case studies considered. Three lessons about goals for citizen involvement are discussed. (See also R-1527.)
