Public policy analysis has been a disappointment to many who had high hopes for it. Few policy analysis studies have resulted in implementation of new policies. This paper argues that the gap between expectation and achievement can be narrowed by paying more attention to the process by which a policy analysis study is performed. The study should be a joint effort of the analyst and the policymaker — a partnership in which there is a clear division of responsibility and differentiation of roles. This paper proposes new institutional arrangements that would facilitate policymakers working jointly with policy analysts.

The paper was a product of the RAND Corporation from 1948 to 2003 that captured speeches, memorials, and derivative research, usually prepared on authors' own time and meant to be the scholarly or scientific contribution of individual authors to their professional fields.
