The evaluation of technology R&D: a continuing dilemma

The development of new and advanced technologies, especially those with significant potential social effects, needs to be assessed as part of an ongoing process. This paper proposes a technology evaluation agenda for the next decade with special emphasis on four issues: appropriate technology R&D standards and criteria; the institutional context; comparisons to alternative options; and the social effects.
