In this paper the author concentrates on the balance in the European Central Region largely on the grounds that that is where the largest NATO/Warsaw Pact concentrations of force are found and where most of the post-mobilization reinforcements would flow. He discusses three kinds of assessments of the conventional military balance in Europe, Warsaw Pact employment, and NATO deployment, and concludes by giving some examples of balances. The final section of the paper gives examples of some issues which are not given enough consideration in many assessments of the military balance in Europe.
