This paper reports on the Seventeenth Annual Student Symposium held in Washington, D.C., March 14-16, 1986. The symposium, which was sponsored by the Center for the Study of the Presidency, considered the topic, "After Geneva: Congress, the Presidency, and National Security Policy." The author summarizes the meetings; assesses the suitability of the symposium for RAND Graduate School Fellows; and recommends changes to the symposium that would make it more suitable for graduate level students of public policy analysis. The principal recommendation is to increase interaction between speakers and attendees by structuring the seminar and workshop according to content.

This report is part of the RAND Corporation paper series. The paper was a product of the RAND Corporation from 1948 to 2003 that captured speeches, memorials, and derivative research, usually prepared on authors' own time and meant to be the scholarly or scientific contribution of individual authors to their professional fields. Papers were less formal than reports and did not require rigorous peer review.
