This paper, presented as testimony at a special meeting of the U.S. Senate on July 26, 1991, summarizes RAND research conducted over the last two years and devoted to (1) identifying the critical missions for which bombers are best suited, (2) determining the cost/benefit tradeoffs for different force mixes, and (3) defining the most promising technological approaches to designing a robust bomber force for the long term. The author outlines new directions in U.S. strategy, the roles of bombers within that strategy, and the characteristics of the B-2 as they bear on those roles. The paper concludes with an overview of the cost of various bomber force options.
