France and the World: A Snapshot at Mid-Decade

Robert A. Levine

ResearchPublished 1995

This paper reports on the state of France, both internally and internationally--its relations with the United States and with the rest of Europe--at the end of 1994 and at the beginning of 1995. It is based primarily on a week in Paris when the author interviewed a variety of policymakers and policy commentators inside and outside the French establishment. Additionally, some of the perceptions here stem from conversations with "ordinary" French people during four vacation weeks in the south of France. To preserve confidentiality, nobody is quoted by name (with one exception, by permission).

This publication is part of the RAND paper series. The paper series was a product of RAND from 1948 to 2003 that captured speeches, memorials, and derivative research, usually prepared on authors' own time and meant to be the scholarly or scientific contribution of individual authors to their professional fields. Papers were less formal than reports and did not require rigorous peer review.
