Most short-horizon internal-resource allocations in the USAF are made through schedules. This report develops a methodology for estimating the potential gains in improving resource allocation and specifies approaches to attain the possible payoffs. Performance measures are identified that permit evaluation of the contribution of a schedule to total organizational performance. Schedules at a sample of SAC wings are evaluated in order to make quantitative comparisons of performance and to identify shortcomings in present methods of scheduling. With this base, general specifications are made for man-machine systems to aid scheduling, which is presently largely judgmental. Additional research is outlined for developing prototypes for field evaluation both to test the validity of using prototypes as design vehicles and to demonstrate the efficiency of machine-assisted scheduling.
