This report presents partial findings from the DoD Cost Factor Project. "Cost factors" are measures used to estimate the cost implication of changes in defense missions, force structures, weapon systems or operating levels. This document reports Army cost factors and is presented in two volumes. This volume (Volume 1) describes the Army decisionmaking process, and R-4078/2 (Volume 2) describes data sources and methods used to develop cost factors.
