An evaluation of reliability as a systems problem. The study examines (1) the general background of the problem, (2) tube, component, and system reliability, (3) personnel and organizational factors, (4) the theory of reliability, and (5) the application of the theory to military electronics. The concept of critical complexity is introduced, and reliability control is suggested as an effective means of achieving and maintaining reliability in the development, production, and use of complex electronic systems.
