An examination of the usefulness of existing FM and TV stations as links in an emergency post-attack communications system. It is concluded that TV stations, because of their location and coverage, may be usable, but that FM stations generally will not be usable. Precise prediction of the capacity of TV links will require extensive field testing. However, preliminary estimates show that digital data rates on the order of one million bits per second might be possible to distances of 50 to 100 miles over 75 percent of the continental United States.
