An economic investigation of some aspects of initial support planning that concern specifying the proper location of major logistics functions. Within an examination of data describing the logistics inputs required by a currently operational aircraft, the Memorandum discusses the general context of the planning situation and the main planning variables and suggests some possible alternatives for logistics centralization. For example, much aircraft maintenance need not be done at the operational base. The study also considers a method for analyzing the parts-repair function, using shelf-fill rate as a proxy for military effectiveness. Concerning base repair, it is shown that the possibility of cost reductions from a mixed or selective policy exists. Limitations and implications of the suggested methods are pointed out.
