A discussion of a recent theory by Shklovskiy (that Phobos is a hollow, artificial satellite) and of the observations of Phobos' orbital accelerations. They are shown to be not necessarily true. Because of the potential importance, however, of such accelerations to the study of planetary exospheres, future observations and analyses are necessary
