An abridgement of RM-4150, this study continues fundamental investigations into evaluation models for countdown-checkout plans. It describes a technique for planning operationally effective space vehicle countdowns and checkouts. The model accounts for such operational factors and objectives as checkout capability, equipment failures, repair activities, and the probability of mission success and meeting a launch window. Results appear in effectiveness measures.
