A discussion of the weapon system output process and the increases due to product improvements. The Memorandum suggests a new approach to product improvement (called the "priority menu") and gives detailed consideration to the data needed for this system. A format is appended for proceeding with a cost-effectiveness analysis of prospective product improvements after preparation of the priority menu. The author believes that the use of the techniques outlined in the study will lead to substantial management improvements over present Air Force procedures. 30 pp.
