This Memorandum demonstrates that government activity in the field of education can benefit from improved resource allocation through program budgeting. The study surveys the nature and scope of education in the United States, reviews the federal budget format, develops some guidelines for the identification of education programs in relation to fiscal year 1963, and considers arrangements for the effective use of program budgeting in this area. This report is part of the RAND Corporation Research memorandum series. The Research Memorandum was a product of the RAND Corporation from 1948 to 1973 that represented working papers meant to report current results of RAND research to appropriate audiences.
