This Memorandum discusses the application of program budgeting to natural resources activities of the Federal Government, the objectives of these activities, their treatment in the present budget, and proposals for a natural resources program budget. Administrative and institutional arrangements for effective decisionmaking in the allocation of natural resources are discussed.

This report is part of the RAND Corporation Research memorandum series. The Research Memorandum was a product of the RAND Corporation from 1948 to 1973 that represented working papers meant to report current results of RAND research to appropriate audiences.
