This unit, which acts as a scheduling, resource-allocating, and synchronizing device, exercises overall control of the system's operation. It ensures that all data and hardware necessary for a particular action are simultaneously available, and meters the operation of the system to provide revenue accounting information and data describing system performance and user operations.
