Preliminary models of city centers permit the investigation of various factors relating to transportation: rent patterns, locational choice, choice of transportation mode, and location and transportation externalities. A relatively simple model of a city center is taken as the starting point. In the model, all land outside the city center is allocated to housing; cost and time required to travel to the center are proportional to distance. A measure of the benefit of an improvement in transportation is made in terms of changes in cost of travel and land rent. Subsequent complications are added to the model in order to reflect transportation-related problems. Among these are the distribution pattern of rich and poor with two transport modes, the problem of transportation congestion, and the question of the optimal degree of decentralization when economies of scale and freight transport between a number of city centers are assumed. 53 pp. Bibliog.
