These options include colleges and universities, technical schools, coding boot camps, and workforce development centers. How to use the tool

The information here was compiled by the research team as they prepared the related report, Assessing Pittsburgh's Science and Technology-Focused Workforce Ecosystem. See the Data and Methods section below and Appendix C of the report, which is available as a separate file, for details. The STF fields included in the tool match those described in the report. Using the Tool

This interactive tool provides some basic information about providers and programs. You can use it to get a sense of the options available. The tool includes links to provider websites to enable you to learn more about specific programs, costs, and financial support available.

Scroll through the list to look for providers based on county, type of degrees or certificates, and STF field. You can click on a dropdown menu for more information on costs, when available; whether remote, part-time, or evening programs are available; and whether funding may be available. The research team considered two types of funding: Pell Grants and workforce development funding.

To see only the providers with the right type of program for you, use the filter options. “County” lets you select where the provider is located. “Institutional control” limits the list to for-profit, nonprofit, or public providers. “Credential level” lets you choose the type of degree or certificate you want to earn. The "Credential level" filter includes certificates, associate degrees, bachelor’s degrees, and advanced degrees. “STF occupational group” lets you pick the types of future jobs you might be able to get.

For most of the filters, once you choose the credential level, the list shows the providers that offer that credential and that meet other selected criteria. For example, if you pick “associate degree” and “health” occupations, the results would show providers that offer associate degrees in health. You would not see providers that offer health programs only at other levels or associate degrees only in other fields.

Data and Methods

We compiled the list of providers and programs in this tool using two main sources:

  1. the U.S. Department of Education’s Integrated Postsecondary Education Data System (IPEDS), which tracks the characteristics of providers, programs, and students at colleges, universities, and other institutions that are eligible to process federal financial aid1
  2. Pennsylvania’s Eligible Training Provider List (ETPL), which lists nonprofit and for-profit training providers with programs for which participants might be eligible to receive support under the Workforce Innovation and Opportunity Act (WIOA).2

We also reviewed Pennsylvania Department of Education lists of postsecondary education providers, a federal compilation of WIOA-eligible programs, programs listed on industry- or occupation-focused websites, and news articles.3 We talked with local experts as well.

We restricted our list to providers in the Pittsburgh metropolitan area.4 We identified whether these providers had programs that prepared workers for STF occupations as we defined them in our report.5 We also identified whether STF programs were most directly connected to jobs in the following groups:6

  • computing and math
  • engineering
  • life, physical, and social sciences
  • health
  • business, management, and related
  • production, maintenance, and related.

We categorized programs according to the level of credentials they offered.7 Three are types of degrees and three are types of certificates:

  • associate degree
  • bachelor’s degree
  • advanced degree (either a master’s or doctoral degree)
  • sub-baccalaureate certificate
  • post-baccalaureate certificate
  • certificate of completion.

The first two types of certificates often are credit-bearing, and earning them typically results in college credits that might be applied to further postsecondary education. Non-credit-bearing certificates of completion include those offered by coding boot camps, professional groups, workforce training centers, and some for-profit organizations.

We also explored things that might affect individuals’ ability to access and afford the programs. For example, are part-time or evening programs available? Is there funding available to help pay for the program? We include this information in the tool as well.

A few notes on the tool contents to keep in mind:

  • The tool is limited to postsecondary programs.
  • It does not include short-term programs of less than four weeks or 160 hours.
  • Apprenticeships and high school career and technical education programs are not included in the tool. We do discuss these programs in Appendix C of our report.
  • Locations in multiple counties are unique entries—for example, Pitt and Penn State’s multiple campuses. We identify program availability for each county separately.
  • Multiple locations within the same county are not listed separately. For example, there is just one entry for each county community college.

Finally, we conducted our scan in early 2022 using data available to us at the time.8 However, the education and training landscape in the region is dynamic. Some providers and programs might no longer exist. Other programs might have been launched after our scan in early 2022. Costs inevitably will change from those reported here. Please refer to the provider websites for more-current and more-complete information on offerings.

The research team used Occupational Information Network (O*NET) data on knowledge requirements by occupation to categorize as STF those occupations that require either a high level of knowledge in one of seven “core” STF knowledge domains (biology, chemistry, physics, computers and electronics, engineering and technology, mathematics, and medicine and dentistry) or a high level of knowledge in one of three “secondary” domains (mechanical, production and processing, and building and construction), along with moderately high knowledge in one of the seven “core” domains. We assigned education and training programs as STF if they prepare people for an STF occupation. ETPL data typically list the occupations for which the programs offer preparation. For programs in the IPEDS data, we leveraged a crosswalk from academic program codes to occupational codes to categorize programs as STF. We aimed to identify programs that were most likely to lead to STF jobs while recognizing that students pursuing other programs of study might ultimately land in an STF job.     • production, maintenance, and related: protective service (33); food preparation (35); building and grounds cleaning and maintenance (37); personal care and service (39); installation, maintenance, and repair (49); construction and extraction (47); production (51); transportation and material moving (53).

    Occupations in these major groups that we do not define as STF are not included in the STF occupational groups. In the case of the first four groupings, most occupations in the listed BLS major groups are considered STF occupations. In the case of the last two “catchall” categories, most occupations in those BLS major groups do not meet our STF knowledge standards and are not categorized as STF occupations. Only those that do meet our STF knowledge standards form the STF occupational group. We have a similar process for assigning academic programs to STF occupational groups using the first two digits of the program’s Classification of Instructional Programs (CIP) code. See Appendix C of the report for details.

Data used to identify STF programs are from the 2019–2020 academic year, costs were those reported for 2020–2021, and directory information was from 2021–2022. We also reviewed the websites of providers included in IPEDS data to identify whether new programs had been added between 2019–2020 and early 2022. We extracted data on providers and programs on the ETPL that were current as of January 2022. Reviews of other sources occurred between January and June 2022 and reflect information on programs available as of that period.
